Default issues with water leaking into my bedroom, due to water seepage from neighbour above

Hi, I live in a condo in Singapore and about a month ago had the misfortune of water leakage from my ceiling due to water spillage on the floor in my neighbour's unit upstairs. I immediately contacted my building management and they were on site to inspect the problem. A letter was served by our building management to notify them of the incident and our rights/their obligations under the local strata act. I have also since contacted our neighbour upstairs for repair work to be done on his floor and damages done to my ceiling but he has been very uncooperative. He has made several empty promises about immediate attention but as of yesterday, when we bump into him in the lift lobby, he said he had no time to look into this now and will deal with it only when he has time. Fyi, 4 weeks has passed since the incident with no indication from him on mitigating the damage and repairwork. What are the options available to me at this juncture? I am willing to take legal action against him and proceed with reparing the water damage in my ceiling. Thru my legal action, I hope to be able to pass on the cost to him. Pls advise what is the appropriate steps. Thks.

You could file suit against the neighbor and the landlord and see which one is at fault. One of them presumably will be liable.
