Default Renovations and Time lag

I am attempting (to continue) to do some remodeling in my townhouse condo in
San Farncisco. We have handed in Architectual Modification Forms. We have
aquired all the appropriate permits and rough inspections have occured for
plumping, electrical and structual. All of which copies have been handed
into the board.
We then proceeded to do more work (that was inspected) than the original
AMR\'s referred to. After notice from the board, we ammended the AMR\'s.
The board (in particular the president (who just happens to be the
neighbor)) has been pushing off allowing us to continue. He is asking for
more detailed information than I see requested by and CC and R or bylaw. We
are abiding but now he is threating to push off allowing the work to happen
tll November board meeting. This has ben going on since the middle of June.
The biggest despute is what is considered common area. The board says we
own from the paint of the interior walls out, all else including pony walls,
floors and what lies behind the paint (including the dry wall) of our home
is considered \"common area\". I have diligently read through the CC
and
R\'s and have not read anything to this effect. I have talked with all the
other board members and they say that the president is being too particular
but are afraid to say anything to him. I have even had the board\'s
architect out to look at the work and he said to the president and me that
the work was \" good and proper\". I need to know if the board has the
right
to stop my work, for how long, and if, in California, is that area from
drywall in considered by law common space to the condominium.

i sued the board when they were unreasonable with me!

keep all evidence and show how they have no excuse for this delay

Even the threat of a suit can work wonders!!!

...The paint out is common as far as i know

It should clearly say that in your documents; that issue is almost never left unaddressed
