Confused Water usage for non-paying owners

As a board member in a small 40 unit condo community, I am greatly discouraged to having over a 25% of owners NOT paying their monthly association dues. These dues include paying for the homeowners water in their individual units. The Los Angeles Department of Water and Power have offered no help in resolving this problem. Does anyone have any knowledge of the HOA's legal ability to shut off individual homeowner's water? I would greatly appreciate any feedback.
