Confused Mobilhome park owner/manager responsibility?

I reside in a mobilehome park in California.

I had some plumbing work done in July 2008 and at that time the plumber noticed that the "cut off valve" on my lot is badly corroded and failing. It doesn't entirely turn off the water.

I talked to the park manager about replacing the valve and she said that they would take care of it.

To date, 1 year later, it still hasn't been fixed. I offered to have my plumber replace it at my own expense as I am worried that if I spring a leak, I won't be able to shut off the water. The management said NO and they would eventually "get to it."

Is it the park's responsibility to "maintain" plumbing outlets and repair any that need repair in a timely fashion? Is 1 year a reasonable amount of time to wait?

Any suggestions on what I can do to get this resolved?

You can threaten to report it to the city as a potential danger and code violation--that may get the owners off their rear ends!!
