Question Illinois - association notification

My family just bought this condo unit in Illinois. (We learned that the president of the association and the other unit in this condo have been having some cheating issues with the condo association's money.)
This condo has 4 units - 2 on the west and the other 2 on the east side. Each unit has their own washer/dryer located in the basement. Last week, I received a letter from the president of the condo that upon their own inspection, my washer/dryer are connected to the public electrical outlet. They asked me to pay for all the cost of having it fixed; otherwise they (the president and the former one) will be disconnecting the electricity connected to my washer/dryer by themselves. However, this electric panel has been in that figure since the former owner. Would this issue fall into the "grandfather law", please explain? If not, what rights would we have?
