Exclamation Arbitrary Board

My HOA decided to change the outside paint scheme. At the request of owners, they later agreed to let us vote for a change or to keep the old scheme, but they set up an unofficial e-mail vote and refused to reveal the results, claiming they had the right to make an executive decision and count only the votes for one of the changed schemes. Can they do that??? Should/ Can I hire a Real Estate Lawyer to help?
