Default Noisy, music playing renters

We own our condo. Our neighbors downstairs rent. They like to play their music with bass really loudly almost everyday anywhere from 3-10pm. Our HOA has contacted them four times and nothing has changed. This has been going on for over six months. We haven't called the police because they rarely play the music late at night. Sunday afternoon when the music was so loud that the floor and the picture frames on the wall were vibrating, my husband asked our neighbor to turn the music down. She got really mad and went on a tirade about how she works hard, and she can to listen to her music when she wants, and she takes offense that we went to the HOA, and we can call the cops if we want to, she doesn't care. The music continued for the next three hours along with some door slamming and talking loudly on her cell phone outside about how we're stupid in the head. All this time we thought it was her fifteen-year-old son playing the music but obviously she does as well and louder. I wish we could sell our condo and move but we'd be taking a huge loss. Can we take the owners to small claims court to get them to evict our neighbors?

Your city code likely has rules that say excessive noise from one unit to another is prohibited. Call the police if you have to. You do have the right to quiet use of your property.

My husband actually called the cops yesterday around 4pm when the music was once again obnoxiously loud. They said they will send someone over but no one ever came. Should we keep calling the police? I just feel like it's a waste of their time.

My husband and I have decided to move because we can't take the nuisance anymore. We will be renting out our condo and turning it over to a property management company. If because of the noise we are unable to find tenants, given we can prove that is the reason, what do you suggest our best legal course of action be?
