Default Landlord tenant

Are Louisiana Universities subject to Landlord tenant laws. i.e. is it legal for a university such as Louisiana TECH, Ruston, to change the door lock on a dorm room without giving prior notice to the student/tenant, and then ,afterwards, charge the student/tenant for the lock change?

They normally need to evict in court, and cannot simply change locks. Call the police to get back in if need be.
