Angry How to recover a old certified letter ?

I sent out a cease and desist letter about 10 years ago in california, the reciever sent back a reply saying they had no knowledge and would investigate the matter....10 years later they're doing it again.....(deformation of character) can i recover this old cert. letter somehow ? Would it still be usable ?

-Thanks

You have to send a new one if you want to give notice now-or just sue them.
