help me get out of twighlight zone

in 1990 appx.i was involved in a divorce. my wife and i divided assets equally.however as i was facing a very major surgery,and remembering the last surgery i had to be jumpstarted 3 times;and an earlier injury was making my job dangerous;i approached my wife explained the concerns i had about my future ability to pay a decent child support and offered her $34,000 dollars cash for child support twice over twice what the arbitrators formula required of me.appx 7 yrs later after my child was appx 18 or 19 i recieved a bill from riverside county in ca. stating i owed @27,000 in child support including #10,000 in accrued interest. when i contacted them i was informed that in 1996 my wife asked and received judgment for child support.when i asked how can that happen w/out notifying me they told me they had a proof of service notifying me.i asked an received appointed counsel.since all my comuncations were by phone since i have resided in Tn. since 1990 i was told an attorney would be contacting me.appx.,one year to the day in conversation with my father about my children i realized i still had not heard from my appointed counsel.i called reminded the same court clerk as before she said she wood look into it and if i didnt hear from counsel in 2 days call her back.i eventually recieved a call from counsel.right out of the gate she refused to listen to the facts or make any attempt to represent my case.after the 3rd lie she told me i penned her a letter explaining my disapointment in her lack of honesty or integrity and requested if she had any proffesionalism to advise me how to aquire different counsel.after some time i recieved a letter simply stating she could no longer represent me.the next few years i began trying to find counsel in Tn. that might be at least familiar with Ca. law,to no availe.every time i thought i was close to being in a financial place where i could hire a california attorny i would be summoned to court to take my money or arrested for failure to pay.i finally had to just pack up my bicycle and ride to California.i have been stranded here since dec.17 2007 and have found i cannot even apply for appointed counsel or even get to speak to a judge.i have tried the so called help you with forms at the court but found they are totally inept and refuse to listen to even short simple instruction or questions.i went to public defenders office was jacked around by 3 different attornys for over 3 weeks.finally found an old retired paraleagal guy helped me remember i was working out of state when i was supposedly served,filled out summons for records but i wasnt sure who i worked for so long ago,sent to wrong employer.am now trying to get info from I.R.S. as to where i worked then. but the only counsel i have been able to see is d.c.s.s. counsel and she tells me it doesn't matter because its to late. If yo read this frustrated rabble i appreciate that.if you have any constructive advice i really appreciate that.oh one other thing i am disabled in my legs i try to work butr after about 3 hours on my feet i can barely walk and cant get undressed for bed so since i have been growing increasingly worse for past 4 or so years i can not afford an attorny.i have 0 income at rhis time.
