Default Where do I file a civil lawsuit when the person I'm suing is from another state?

If I need to file a civil lawsuit on a person in another state do I file in my home state or am I required to file in their home state?

If it's small claims you can file from your home state, but good luck in getting the person served. If they refuse to sign for the notice, your case will go no where.
