Can a subpeona be issued by US Mail and be legal?

Default Can a subpeona be issued by US Mail and be legal?

I live in Vancouver, Washington. My brother lives in Roseburg, Oregon (3 Hours drive south of my house.) I received a subpeona for me in the US mail to appear
in court. Is this the correct way to serve a subpeona? Am I legally obligated to appear in court? Is there some way I can protest the subpeona?
