Default not as described

Bought a car off ebay with a salavage title and was told it was repaired and roadworthy.I received the paper and bill of sale saying all the repairs where done before it was sold to me.So i take it to the enhanced inspection in Pa and the vehicle is not roadworthy it still needs the frame fixed and some other stuff totaling $ 6000.The seller will not refund my money unless i send the vehicle back first.I have no title and no proof of ownership except a canceled check.I'am afraid he may keep the vehicle and not send the money.

Based on what you say here, you could file suit against them (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to their behavior...
