i loaned my daughter and partner 31,000 euros and they only paid back 6.000 can i take them into court they never signed an agreement we left it to trust what options do i have?

It depends the Jurisdiction where they live if you can of you can not claim, that depends on the law of the country, you said Euros so it was in Europe, if this is the case the only way you have to collect is to use a mediator. euro-negotiator.eu could help you they are also Attorneys and did the same for me.
