I agree, everytime you lose a job or whatsover in a financial hardship ...work with the CS Agency...as I have for the last 18 years, am 39 and done with my child support when she turned 18 with an arrears of 2,000 dollars left, agency called me up and ask if where I was working and wanted for lesser monthly payment (200 dollars a month), i told them I will be paying 500 dollars just to get rid of it, but beforehand that 1994 my arrears went up to 9,000 dollars, only reason from the start was because 5,000 dollars was on me for hospital bills and 1 year put together I wasn't paying because I was still in college! Let or have no choice having tax return recapturing your tax refunds..it helps! while I was going to school and working I was paying regardless, I was going to some program called "Father Fair Share" these were the fathers had to come in mandatory by the state and help them find jobs to pay their arrears as I came in volutarily to show some responsibilities...finally finding jobs and paying c'suport and paying my loan which also took 10 years was hardship!...show some initiative and incentive to them and they will work with you, there's no other way around it and yes there's always string attached when not paying such as drivers liscense being taken away, you have to report when leaving out of state once your in their system of paying childsupport and such! just focus and pay...otherwise it will reflect and affect's you in the future!
