EEK! PLS HELP Who is legally Responsible: 18yo SON in Nebraska or MOM in South Dakota?

An 18 year old adult from Iowa crosses state lines to live in Nebraska where 19 is the legal age.

QUESTION: Is the parent(s), of an 18yo, legally responsible for him again if he chooses to live in Nebraska?

Question: Can the mother legally sign Power of attorney or concent forms on her 18yo adult now in Nebraska?

The 18yo has a criminal history.
We don't want legal responsibility after his 18th BD.
