EEK! drug testing on newborns

I have heard that Illinois requires drug testing on all newborns at
hospitals. I was wondering if that was true. I thought that it was
only if
the child showed signs of withdraw. I have tried hospital and
government
web pages with no definite answer. I have been told some pretty off the wall stories about children being taken away at birth recently and was curious what the laws and limitations were.
