My sister told me that if a man is behind in child support and it is his turn to claim that child on taxes that he could not because he was behind in support. My common sense tells me that is only true if stated in the divorce. Who is right? I am from Michigan if that makes a difference.

Normally you do need to follow the order that is correct. But you can have the DA go after him for nonpayment--or use one of various other techniques.
