Default Requesting Child Support

I am writing this on behalf of a friend. She has a three year old son, whose father is an American citizen. The boy is also American citizen even though he is living with his mother. My friend is from one of the Caribbean Islands, and the boys’ father lives on another Caribbean Island. None of them lives in the US, but the boys’ father owns a property there.
The father has categorically refused to pay child support, and show no interest in his son’s life. Just after the birth of the child, he promised to provide an apartment for the mother and child to live in and to provide them with financial support. Neither has happened, and my friend still lives with her old parents. She has no sufficient income, and is dependent on donations from family and friends.
The address and phone numbers to the father is known.

I appreciate if someone can advise how to make the father pay child support for his son.

Yes that is correct, she is not a US citizen

She can get a court order and enforce it; that can be done in the US or where they reside.

If an order exists already she needs to begin enforcement. Call the Child Support Enforcement offices.
