Default out of state visitation

I moved out of state, with my ex knowing of it, but we had a non-contested divorce and nothing was in the decree about me getting his permission to do so. Now he is sueing me for contempt of his visitation rights. I offered to meet him halfway but he never once in over a month attempted to ask for visitation. I do have a no contact order against him as well. What are the guidelines for out of state visitation rights of the non-custodial parent? He is asking for way too much during the school year - our son is only three and he wants 2 weeks every other month and then all summer until he goes to kindergarten. This seems very unreasonable to me, considering the child's age. Any help out there?

What DID it say about visitation?

Normally you do want to address the court about an out of state move--which moves still are generally allowed--

There was nothing in the decree about me moving out of state. The visitation schedule was standard for the state of AR - every other weekend, alternate holidays, father on father's day, mother on mother's day, etc. When I moved, I offered to meet him half way for his visitation, but he never indicated that he would do that. After a month he asked for Thanksgiving and he got the child for 5 days.
