Default PLEASE HELP

I need some advice .... PLEASE PLEASE HELP

My sister's husband just came back from Iraq and they are not legally seperated. He wants to take their daughter to Florida, but she wants to stop him because he is not giving her any date of return.
When he came back to Hawaii from Iraq he has hit my sister and neglected their daughter. He was watching her one day and decided to smoke a cigeratte outside their house while the child stayed in the house and play. Due to his neglect, she had cut herself with a shaving razor that he had left on the sink, in the bathroom. It has been documented by her doctor saying it could of been a bad situation.
Is there anyway that she can stop him from taking her to Florida?
Also, her daughter has asthma and when she tried to show him how to administer the medicine he spit on the ground and said, "That is what I think about that." My niece gets sick very easily. If she gets sick up there how are to know that she is getting proper care.
He also threatens my sister by saying, "I am going to bash your head in"
Can we do anything?

Your sister needs to file for a protection order. They can typically do these things faster if there is a chance that the other person has said that they want to take the child. She really needs to start this process ASAP! She also needs to file for legal seperation (of divorce-depending on what state she lives in), and temporary custody of her daughter. If she can proove that he is a danger to the both of them, then she should not have problem. But without these things, he has the right to take her without it being considered kidnapping.
