A child is a ward of the state of AZ. mother, father & grandmother are all fighting for custody. Can the mother give power of attorney to the grand mother without fathers approval? Father was approved by cps to have custody of child but mother does not want child with him. Mother is a drug abuser, alcholic, and living in shelter.
