One child- Two different counties issuing warrants for non-support..???

My brother is currently incarcerated in a county jail for "unwillful failure to return" to work release related to a sentence for child support arrearage owed. Another county has served him with papers to appear in their court for contempt of child support order. Both counties have different arrearage amounts owed, but there is only ONE child and support order! Can someone please tell me what is going on and advise me on what to do to resolve this. I don't see how both counties can legally do this.

Inform / write the judges of both orders and one should withdraw-- they can't both be handling it at the same time--if it is the same issue.
