Divorce granted in Oregon state. Ex wife was given custody of kids with dad given visitation. Ex wife took and moved with the kids down south and did not inform the father, it happened quick and he had no idea that she was planning it. Can she do this or does it need to be stated in the divorce papers?

I wish to inform you that if your ex moved with the children to a state down South after being given custody and without taking permission of the father or the Court, then it would amount to Contempt of Court. You may file a Motion for Contempt of Court in the same Court which passed the custody Order. The Court will consider all the facts and the best interest of the children and pass the new Order. Alternatively, you may inform the law enforcement agencies as it would amount to parental kidnapping. The law enforcement agencies would investigate your complaint.

If your custody ruling did not include a provision that prevented the custodial parent from changing the child/rens residence outside of a certain area yes its legal.
