I am a Filipino mother of a 3 year old daughter. My daughter's father is a Cuban who immigrated to US and a green card holder. In 48 years he stayed in US and he never came back to Cuba and all documents he is using is US issued including the travel documents (he is not a Cuban passport holder) he uses to work in China. He has a good job in China and has to go back to US every 6 months to retain his green card. We are not married and he refused to acknowledged and support the child. I gave birth in the Philippines and raising our daughter on my own here in the Philippines. I swear that he is the father of our daughter for it was only him I had been with during our relationship. I am willing to have my daughter to undergo paternity test. He refused to receive my call and answer emails. I don't know what agency to seek assistance that would enforce child support on him. I can fully provide my daughter for now but I am worried about the education expenses when she go to school aside from it is her right to be provided by her father.

Where the child resides is where the courts have jurisdiction to award support. If abandoning and failing to support a child is criminal in the Philippines as it is in the U.S., there is a possibility a prosecutor in the Philippines might be of assistance. That is the first place I would seek help. Lack of a paternity finding could be a big hindrance for paternity has to be established with him cooperating.
Otherwise you will have to catch him present in the Philippines to have him served with a summons and complaint for child support. |

There is a law regarding abandonment in the Philippines but only covers the citizens of the Philippines. Unfortunately, here in the Philippines, if the father is Non-Filipino he has no obligation to provide support.Aside from he doesn't have any intention to come to Philippines as he doesn't want to go back to Cuba.Is there any international agency that whom I can seek assistance regarding this issue?
