Non-payment of Child Support for overseas child

Does anybody have any info on how to set up legally, child support payments from a US military service member who is stationed in the states but who had a child with a German citizen? He is not paying any type of support and his military unit has been of no help with this issue. Please advise whenever possible. Thanks.

I wish to inform you that child support in between two countries can be enforced through Hague Convention. In this regard, both Germany and USA are members of Hague Convention. In USA Central Authority regarding Hague Convention is with U.S. Department of Justice, Civil Division, Office of International Judicial Assistance. You may approach this office and give them the details of your case.

Where is the father stationed? If the father is willing, he can submit to the jurisdiction of the German court to participate in custody/support/visitation proceedings. The mother can institute proceedings and he can voluntarily appear and answer. All can be done by mail and in many courts, pleadings filed electronically, too.

The ideal situation would be to have a stipulated agreement between the parties, done both in English and German accompanied by translation. That agreement can be validated by the court by order. A duly certified copy by the clerk of the court, if that is the custodian of the records can be made and sent to the father for his files and future reference.
