Ex Wife is still collecting child support and is non custodial parent now

My Ex wife never took care of our child because her mother did, but she always acted like she deserved mother of the year and child support. Anyways in 2009 she finally signed her rights over to her mother and now the grandmother takes care of her. So my ex wife is a non-custodial parent like me now. However for the past 2 years she is still getting the child support every week. I have call TX Child support and told them, they said send us the court documents, so I did. They just don't care, they just care to take it not if it is going to the right person. How do I get this change, isn't it illegal to collect/cash the check if you are not the custodial parent anymore, and shouldn't she be paying child support now. How can I force Tx attorney general to stop paying that b***ch and send the money to her grandmother or just stop paying her and if the grandma wants the support she can file or I will send her money, and how do I make my ex pay child support to her own mother. Let me add my ex is a crazy princess baby, who crys to her mom everytime child support is mentioned, she tells her mom she needs the money. So this woman has been steeling my child support to pay for herself while grandma has been paying everything for the child. I want her to pay now! I don't have a lot of money so I can just hire an attorney?? Help So I guess my question is why and how do I get it across to TX to stop garneshing my paychecks for child support to a woman who has no right to it anymore? I even have the paper work they sent me that showed in March 2009, that by 2010 showed all the payments and where child support stopped and they kept taking it, and paid up all the arrears, and even got my first refund check from taxes. Then the child support office, took it all back and acted like they didn't know what I was talking about, but they sent it to me. I think they are illegally trying to collect intrest or something because the readded all those payments from the whole year when they stopped it, because she signed her rights away. Anyways please help.

I wish to inform you that you will have to file in court for modification of child support order. At present the order of child support is still not withdrawn and hence the mother is taking child support. You can yourself file for modification of child support based upon the fact that there is material change in child custody and hence the child support must be stopped. Till the time child support order is not modified till that time collection of child support may not stop.
