Parental Rights Terminated

I would like to know if a parents (mom's) rights are terminated can the state take income tax return money from the parent that has had their right to parent taken away? This involves my sister in Washington state and the children living in Oregon state.

Yes, but only for payment of CS arrears owed from before the termination of rights.

Although a parent whose rights have been legally terminated does not have to pay future support, any arrears that already accrued is still owed.
