Confused what happens if a parent signs over their rights!

I have joint custody of my daughter, and he father is moving out of state and is talking about signing over his rights of her. Is he still responsible for paying child support?

unless you have a husband willing to adopt the child, dad cant sign over his rights. he is not allowed to sign over his rights to get out of supporting his child, it doesnt work that way.
