California Custody Change + past child support owed

I am now the custodial parent since June 2010. Before June 2010 I was making child support payments that were being garnished from my checks. They continued to be garnished until around September 2010.
I am not sure how to go about getting this money back. I contacted DCSS and they say I have to go through the mother since the money has already been disbursed. Is this something I would need to do seperate from family law? Also her attorney mentioned something about Jackson's Credits, which I am unfamiliar with.

The child support offices NEVER credit you. If you overpaid it's usually your loss and the mother's gain, even though she knows you aren't supposed to pay it and she gets it, she will spend it because it's free money to her.

I understand that is usually what happens.

Is this something that I could file in a small claims court?
