Repayment of TANF in Indiana

ok here is the situation. a friend is staying with me who owes back TANF in indiana. He recieved a letter stating that he owes 12,000$ for repayment of TANF that was awarded to his ex wife and his adopted kids. right now they are garnishing his wages for 70$ a week. he only makes 225 a week on average before garnishment and taxes. which leaves him with only around 125$ a week to live on. his adopted kids that he is paying this TANF for are all in their 20s now. is there anything he can do to lower the payment/ or decrease the 12,000 debt.

I wish to inform you that the wages can be garnished after court order. In this regard when court passed his wage garnishment order at that time your friend must have informed court that his income level is less and may not afford such TANF payment. In this regard now he may file for modification in court that as his income will fall below the federal poverty line after garnishment therefore his wages must not be garnished.
