Confused Custody or Foster care?

My divorced son says DHS is MAKING him file for custody of his daughter with the threat of them taking my grandaughter and putting her into foster care if he does not.

My daughter-in-law is a mother who works part time and goes to college on a part to full time basis, therefore, being very busy. DHS was called by a third unknown party and told that my grandaughter lived in squalid conditions.

DHS did an unannounced house visit and my daughter in law, not knowing her legal rights, allowed them into her apartment, not realizing she could say no and set up a meeting at a different time.

DHS found that her pet cat had kittens and the kittens, not being box trained yet, had messed on the floor.

I feel for my son, but he is in no condition to be able to take his 10 year old daughter full time, as he works full time shift work.

I have offered to have the grandaughter stay in my house, where she would have a stable home, square meals, clean living space and a proper bedtime each day.

Both parents are acting as if I, the grandmother, want to take the child away from them, which is not the case.

Is DHS stirring up trouble where there need not be any?

I live in the same town as my grandaughter, and have her often. We have a fantastic relationship.

I get along very well with both parents as well.

Would DHS leave them alone if my grandaughter lived with me, but the parents still shared custody?

HELP!

You all could approach the DHS staff and propose a solution. That indeed may very well work.
