My boyfriend and his ex wife have joint custody of their 2 children. They live in 2 different states, he is in Maine, working for the summer. She is still in Florida with their children. Recently, she has restricted the ability for him to contact his children, which he used to call, and speak with every day... What are his options? She can't legally do that to him, especially since they have joint custody of the children, am I correct?

I wish to inform you that if your boyfriend's ex wife does not allow your boyfriend to have contact with the children then he may take specific orders from court. Court considers best interest of the children and in this regard court generally prefers that child should grow in the custody of both the parents. Further, when both parents have joint custody then generally court distributes time of the child between parents equally or in a manner that both parents have access to child. If no such provision is made then your boyfriend can inform court that as both parties live in different states, therefore, he should be allowed to have telephonic contact and maintain contact. If after this mother does not allow then she may be held liable for contempt of court for not following court order. The courts have taken very serious view if custodial parent tries to create emotional distance between children and non custodial parent.

Keep it well documented and drag her a s s to court on contempt. She's violating the court order. That warrants punishment from the court.
