My fiance has a daughter in Puerto Rico. In the divorce documents he is to have her June and July. Now that the ex-wife has found out about me she is refusing to send the child here for the summer. She is requesting a social study be done so that she can see how we live. With no justification or cause, is this legal? If there is no answer to her petition by June the first, is she obligated to send her to him?

No it is not legal; ask the court to find her in contempt and to punish her if need be.
