Cool HMMMM... (a case reassigned from a magistrate of 3 yrs to a judge)

Is it common to have a case reassigned from a magistrate of 3 yrs to a judge without knowledge of what's been going on 2 months B4 the case is set for trial?

Maybe the magistrate has an issue such as an illness or surgery??
