interpretation
Please explain to me exactly what the word shall means in this paragraph.
After this first year of visitation excercises, the child may(and shall if arrangements are timely made for such purposes) travel without a parent by air travel, with the costs of the round-trip tickets for the child divided equally by the parties. All costs for other forms of transportation shall be equally divided by the parties; if mode of transport is to be other than by car or airplane, it must be agreed to by the parties. Does it mean that he has no choice but to fly or that if he chooses to fly he will fly without a parent. Is it mandatory he fly or can he choose another mode of transportation?? |

The parent could still pay and fly along normally. But nobody could object to the flight alone according the order apparently.
