Default Divorce decree states "Both parents, regardless of where child is physically located"

I have joint custody of our 4 year old son with my ex and our divorce decree states "Both parents, regardless of where child is physically located or with whom the child is residing at the time, shall be the residential parent and legal custodian of the minor child. Father shall be considered the "residential parent" for school purposes.

Our son is not in school, so does this mean If he is living primarily with me, that I am the primary caregiver, and my ex wants to move out of state so can he take my son with him or do i have a right to say no, he stays with me?

It sounds as if your son is living on a more permanent basis with the child's father, is this correct?

Regardless, if either of you wish to move out of state, the other can file a motion in court to forbid it. It would make it a hardship on either parent to move a 4 year old child so far away that crucial bonding time is unachievable.
