Default Will I be forced to pay child support to my ex- husband?

Will I be forced to pay child support to my ex- husband even though my children doesn't live with him (they live with my parents). He has received welfare for them for the last three years claiming that they live with him, and neither of my children have lived with him at all during this time.

If your children do not live with you and you do not have residential (physical) custody of them, you should be paying whoever is raising your children and has legal custody of them.

If your ex has legal custody of them, you should be paying him child support.

Who has custody of these children?

He has custody, but doesn't ever even call or see them. My parents are the one's raising them, and I give my parents everything that they need financially to take care of them. It is the children's choice to stay with their grandparents, they did not want to change schools.

That doesn't matter, and children don't make the rules. Parents do.

If your ex has custody of the children, he should be getting child support from you via court order. The court has no way of knowing either one of you is breaking the custody order. Him by not having physical custody of the kids and you going along with it while not paying child support. Didn't the court order you to pay child support?

That either of you simply allow the children to live with your parents, a burden to place on any parent who has already raised their own kids, is irrelevant.
