Default custody/support service question???

can somebody serve another person by mail to the last address known or to a relatives house just b/c its the only address they know of? what if the intended receiver doesnt receive the papers & doesnt come to court?

Normally the person has to actually receive it unless the court allows them to serve on "last know address".
