Can father paying child support require reciepts before paying?

My best friend has just gone through a terrible divorce with a man that is less than nice (to her). They have 4 kids (which he is decent with). During this whole divorce, his new fiance has been nothing but intrusive to the situation causing a lot of problems. Nothing my friend does is ever good enough, although she settled on everything he wanted (except dealing with the kids). The only thing she gets it child support for her children and he has to pay the bills (which he isn't paying). She is already taking on the one that was in her name. Anyway, the kids have 6 wks in summer with him and their new step mom; which they have already left for. He barely answers the phone so she can talk to her own kids and then bit***s at her telling her that he doesn't know why he pays child support because he can't tell the last time the kids got any new clothes. (as if that were all child support was for) She actually buys them new clothes here and there when something catchers her eye or is on sale. Anyway, my friend let her kids pick out the clothes they wanted to take with them (which were the clothes him and his new wife just got for them a month or so) ago along with some others that they wanted to take. This didn't make any sense to her and he wouldn't listen to her and just kept yelling at her. Then has the nerve to tell her that the 3 boys told him they wanted to live with him and his new wife because they love their mom, they just don't like her. (3 boys ages range between 10-6). It is worse than all this but she doesn't have the money to fight this guy and really doesn't want to as long as she has her kids.

My Q: is .... Can he expect for her to show her receipts showing what she spent towards the kids in one way or the other before he pays any form of child support? Is there anything remotely close to what he is talking about?? Is he just trying to blow smoke up her a$$??

Generally no, but Missouri is one of 10 states where a judge can require CP to provide receipts. NCP can not make this demand, it has to come from the courts so he would have to present a case to judge first.

And usually...during summer months, she can have parenting time with her kids every other weekend.

She needs to treat this as it is. A Summer break. They are going to try and glam it up and win them over. They will likely be SPOILED. It may be hard when they come back but she needs to insist that the schedule be followed.

Receipt requirement should be a court mandated law. I know a mother who admitted in front of a family court judge that her child support went to her (the mother's) private health insurance. Not the child's and not hers with the child on it. The father has the child covered under his own health insurance. What did the judge do with that knowledge? Nothing. Further proof the family court system has only broken home children and money on their agenda. Sickening.
