In most states, the child can't ever decide where they want to live. You can start a case, the judge will make a determination whether or not to talk to the child, then determine whether or not it is in the childs best interest to change residence. 12 is usually the starting age - though sometimes they will talk to younger children. All depends.
I'm not sure specifically on Penn. |
