Default infant international travel

My husband is a Guatemalan citizen in the U.S. on a student visa. We just had a baby daughter born here in Texas. He is wanting to apply for dual citizenship on the infant under the excuse that the baby can travel easier between the two countries. My question is one of two. If we travel to Guatemala for an extended stay and I want to bring the baby back to the U.S. does the Quatemala govt recognize my parental rights (if the baby has dual citizenship) to return with my baby to the U.S. without the fathers consent? Can he leave the U.S. to go to fly to Guatemala and take the baby without my consent? Are their laws to protect this?

First off, the US does not recognize dual citizenships. When a person naturalizes they technically swear to relinquish any other citizenship (my wife is now a citizen - so we have experience with this).
If they find that a person has dual citizenship they have the right to revoke US citizenship.
Your child is automatically a US citizend since he was born in the US. If Guatemala has dual citizenship then that's a question for the Guatemalan consulate. Call them and speak to a person - take notes and if you can, get an e-mail or letter confirming the conversation as insurance.
