Exclamation Mom took child, divorce abroad, secretly returned remarried, hides child from dad

I desperately need urgent help. I am an excellent father with overwhelming evidence to prove this. Shared common residence with woman since 1992. Son was born in 1994. Due to delay in document processing legally married child's mother in 1998. Anticipating US immigration on the basis of family petition approval in 1990, took up residence in New York in 1999.

Child attending pre-K and registered to attend kindergarten from September 2000. Mother, father, child and maternal grandmother had a great home, but mother was not happy that he greencard issuance process required a waiting time until the priority date becomes available. She wanted her status to be adjusted quickly so that she can get a good job, earn money to send for her sister and nephew back home.

Mother secretly went to her consulate in NY forged father's signature on child's passport renewal form and took child via the JFK International Airport back to her home country while father was not at home.

Father communicated with them from New York realizing the possible danger the child can be made to endure. He sent money via western union. Mother sent photos of child to father.

Communication ceased sometime in 2002.
Father in New York asked help from friends in the country of mother and child to located them. These continuous attempts di not yield results.
Father continued his efforts to find child and mother.

Father via internet searches found, much to his amazement, that child is attending school in Ohio, mother remarried to a US citizen and herself became a US citizen in December 2005. Wow!

Father got in contact with school's principal who refuse to grant his request to speak to the child, despite him giving his telephone numbers, email addresses, website addresses and details of his plight and that he hasn't seen or heard from his child for more than seven years. He asked principal to convey his contact information and request to mother of child.

The police was contacted and a complaint to this effect was made. However, the police said this is a matter for the family court and recommended the help of 'Children Services'. Children services in Ohio was contacted and details released. Children services communicated with step-father who at first declared that he was happy that child's father finally decided to come to his senses and emerge from hiding. He even suggested that father call directly. This was good news it seems. The following day the children services contacted father to find out what gifts would be most appropriate for child, since it was Christmas time . Step-father then completely changed his position hurling accusations at father that he is a criminal who wants to kill his wife and son and mother-in-law and himself. The children services representative expressed disagreement and disclosed the websites which have quite substantial and convincing details of father's good and public character which is easily accessible to the whole world. He then said that the child and mother do not wish to have any contact with father as he is a dangerous threat to their lives and that he should not call or attempt to contact them in any way.

This is a very disturbing revelation in US Family Law. It shows several weaknesses which substantiate urgent need to reform the related legislations.

Questions raised in this matter:
01) Can a mother knowingly forge the signature on child's passport application form and still be free from accusations of child abuse and later use the physical alienation against the US resident father to the extent where he is being deprived fundamental right to speak to child without any court order issued to the effect?
02) What role does the police and FBI play in such a case, if any? This matter was brought to the attention of the police, the school principal, the children services agency and some legal services providers and yet no one is able to do anything to help the father or the child who continues to be deprived of his constitutional and God given right to access the love, care and opportunities his biological father can provide him and wants to provide him.
03) What aspects of US and International Laws are to be immediately and automatically enforced to tackle these blatant child abuse and criminal actions in an effort to stop its perpetuation, remedy the situation and allow for measures to be advised in order to prevent such from recurring anywhere in the world again?

Yes, you've been screwed over.
Yes, you should have the mother prosecuted to the full extent of the law for forging your signature. Possibly a Federal offense.
No, you are not going to get the advice you need for a situation as complex as this on a public forum. You need to contact an attorney right away.

Based on what you've said...definately treated unfairly.

You would need to get an attorney in Ohio and petition for custody/visitation.
