1) have a court order from California, I live in Louisiana, he was expedited to UT and is incarcerated til 2010. 2) I have arrears of over 37000 that I know I will NEVER SEE. His residence currently is CA. He have been living in with the same woman for years back and forth between UT and CA. I dont think they are legally married but know they have at least 3 kids, she claims him as a dependant on her income tax prior to incarceration, can she be held liable for my arrears or can I keep him locked up or maybe make it part of his probation that he has to pay his child support or be rein carcerated?

No, she is not liable for his arrears.
No, you cannot keep him locked up for failure to pay child support (I assume that is not why he is locked up in the first place?).
