Default no child support = change in custody?

Is non payment of child support for the last 7 of 9 months grounds for a change in custody? We share custody although I am primary, he is not paying child support and is changing the visitation schedule weekly - the children are only with him less than 5% of the time even if he sticks to the schedule. In California what are sufficient grounds to change custody?

Normally no--those are two different issues.

But you can can ask the court to hold him in contempt, force him to pay or even jail him.
