Thank you tbyte, custody was never in question, the main thing was the passport issue, I don't think the father was ever going to say she couldn't leave the country but she said she could do it on her own and he didn't think she could. He just wanted some insight into the issue because he has never had to deal with something like this before. He just wants to make sure his daughter is safe and taken care of.
