Default Is it possible for me to sue for back support myself?

My father (in canada) was ordered to pay support when my parents divorced in the late 60's.

We moved to the USA when I was 6 years old and he felt he could not pay anymore as we went stateside. I am 46 now and he never paid a dime since I was 6. No support at all not even a birthday present. I did talk to him when I was 21 and asked for money for collage and was denied

This man became a multi millionaire and is sitting pretty while I struggled all my life for what little I have.

My mother refuses to sue due to her pride she seems to not care I was denied any help at all.

After all this time is it possible for me to sue for back support myself?
