Default Is a notarized statement between my daughter and myself enough?

My daughter has three children ages 12, 10 and 7. When her seven year old was an infant she was given to me to raise for my daughter. I do not receive any goverment assistance, yet when I applied for a housing application and listed my graddaughter as a child that would be living with me, I was told by the housing authority worker that I could not apply for a two bed room apartment with just my daughter's and the person whom notarized, and my signatures. Plus the notary's legal stamp.
I was told that I need to take my daughter to court. My question is for what?
She is a good single parent. Yet, as we all know being a single parent is a struggle. She has a 12 year old son that is considered Autism and that within it self is very challenging.
So is a notarized statement between my daughter and myself enough?

Who "gave" you the girl?

"Your daughter" is not an exceptable answer.

I think that its not enough and it will better take or receive a government assistance. We must secure of such theft.

My daughter ask me to help her to raise my granddaughter. So it is an agreement with my daughter and myself. What is wrong with that? Parents do help their children.
