I'm looking for the Australian legal definition of the word "may" as used in the following part of legislation:
"CHILD SUPPORT (ASSESSMENT) ACT 1989 - SECT 98K Registrar may initiate a determination under this Part (1) If, at any time when an administrative assessment is in force in relation to a child, the Registrar is of the view that, because of special circumstances that exist, the provisions of this Act relating to administrative assessment of child support should be departed from in relation to the child, the Registrar may make a determination under this Part." From what I have been able to research, "may" is given the same meaning of "shall". Is this correct? |

May means he can if he wishes.
He is not required to do so. Shall means he must act. |
