signing rights over/ Vistitation

I had to file for child support in order to get a medical card for my daughter. The BCSE simply stated that in the state of WV, if i didn't then it would be considered failiar to comply and she would not get her card, so I went ahead and filed for it. I ended up having to go to caurt w/ my ex to inforce the child support, which I never wanted in the 1st place, in Dec. He then stated that he wanted a DNA test. Well, the results came back showing that of course he is the father. He hasn't seen her since she was 2 months old, she is now 15months. In the 2 months that he did see he he only gave me about $100.00. All i really want is to see what I have to do to get him to sign over his rights to her. My boyfriend wants to adopt her, she considers him her daddy, but we've been together about 1 yr, but we want to wait a while before adoption or anything like that. If I can't get him to sign his rights over then what do I need to do to keep him away from her? He is a drug addict and I have good reason to beliave that he even molested a little girl from a former relationship. How do I protect my daughter? I don't want his money, I'm only interested in what is best for her.
